Is this "infeasible" for legal reasons? Does Samsung have a patent on their implementation?

Well certainly not infeasible for legal reasons, xiaomi has it too (for years actually). Also they don't want to implement system sound recording which is available in Samsung and xiaomi for god knows what reason

I am surprised why this feature hasn't been added to AOSP yet. All third-party manufacturers have added this feature in their ROMs.

Samsung, Motorola, Xiaomi, OnePlus have implemented this feature and they didn't felt it was infeasible !!!! Motorola and OnePlus uses near Stock Android, if they can do that then why not the actual Android team ????

Visually, android audio was functioning as expected on the car stereo.
What actually happened?
Android Auto didn't realize the assistant and Pandora apps were supposed to be paused, yet used the apps normally, without any audio.
What was the effect of this issue on your device usage, such as lost time or work?

Do not troubleshoot Android Auto issues until after you have safely brought the vehicle to a full stop away from traffic.
