Upgrade was never offered. I was offered directly Android 16. I can't
install Android 16 as I want to leave beta.

Description
Assisted dialing is not working.
●What steps would let us observe this issue?
1. Turn on the assist dialog feature of Google Dialer.
2. Dial any number.
●What did you expect to happen?
In step 2,An international number is assigned.
●What actually happened?
No international number is assigned.
●How often has this happened?
Every time.
●Operating environment
・Android 15 QPR1 Beta 3
●Inquiry
No operational differences can be seen when the assisted dialog is turned OFF and ON.
I want to know if it's a specification operation or a bug.
