Steps: 1.Launch Chrome and open NTP and Right click and Inspect. 2.Click on Toggle Element State and hit tab and observe. 3.The tab focus is not going on the arrow Icon to select.

Actual Result: The tab focus is not going on the arrow Icon to select.

Expected Result : The tab focus needs to go on the arrow Icon to select.

This is a regression issue, broken in M132, and the below the bisect info

You are probably looking for a change made after 1380327 (known good), but no later than 1380328 (first known bad).
