[Collaboration] Add RecentActivity placeholder when avatar is not available
Add |avatar_request_complete_| flag to RecentActivityRowImageView to
signify that the avatar request was either circumvented (i.e. no avatar
to request) or settled with a possibly-empty image. This boolean is used
to go from rendering an empty circle (i.e. loading state) to rendering a
placeholder icon in that circle or the avatar image.
