Affected Version: 3.7.0-rc[0-4]
What steps will reproduce the problem?http://localhost/admin/repos/All-Projects,commands
1. Run the Gerrit docker image, which includes also plugins
(e.g., docker run -d -h localhost -p 80:8080 gerritcodereview/gerrit:3.7.0-rc3)
2. Visit the URL
What is the expected output?
The project's commands provided by plugins have a vertical spacing like in all previous releases up to Gerrit v3.6.x

What do you see instead?
The project's commands are all attached together with their titles, making them visually confusing.

Please provide any additional information below.
The problem is that when porting gr-button to Lit (I assume) the margin-bottom CSS property was missed.
