Preconditions:
None

Steps to reproduce:
1. Launch Chrome and navigate to any website(ex: google.com)
2. Open DevTools>Lighthouse
3. Click on Analyze page load
4. Once the report is generated, click on the 3 dot menu
5. Observe that there is an option(Toggle experimental insights-This is the same option that can be viewed when click we click on “Open in Viewer” from the 3 dot menu) below Toggle Dark Theme which cannot be seen or scrolled down and clicking on it does nothing

Actual Result: The menu option below Toggle Dark Theme is not visible, cannot be scrolled down and clicking on it does nothing

Expected Result: The menu option below Toggle Dark Theme must be visible by scrolling down and clicking on should perform some action

You are probably looking for a change made after 1425930 (known good), but no later than 1425931 (first known bad).

2.Issue not repro on latest Dev #135.0.7023.0, Beta #134.0.6998.44 and Stable #133.0.6943.142
3.Issue is reproducible on Windows and Linux.
