Preconditions:
None

Steps to reproduce:
1.Launch Chrome and open NTP
2.Sing In
3. Click on Customize your chrome
4. Change Avatar in “pick an avatar” and open NTP
5. Observe that chrome profile avatar is not updated properly when after changing avatar in customize your chrome.

Actual Result: The chrome profile avatar is not updated properly when after changing avatar in customize your chrome.
Expected Result: The chrome profile avatar should be updated properly when after changing avatar in customize your chrome.

This issue exist since M125 raising it as NR issue

Notes:
1)This issue is able to reproduce on Stable #134.0.6998.35, Dev #135.0.7023.0 and Beta RC#134.0.6998.35
2)As this being a Non-Regression issue,changing the status to Untriaged so that the issue would get addressed.
