As discussed as part of the ignored tests initiative, we have a number of tests in Jetpack that are disabled because they are long-running or otherwise expensive to run using the normal heuristics for CI pre-submit.

We'd like a way to run these tests in post-submit on a reduced cadence -- every couple of days or even a week would be fine -- and notify only the test's direct owner on failure.

For the tests that we're looking at right now in Compose and AppCompat, we don't need physical devices -- emulators are fine.
