When the user submits an address form with data that is a variation or an extension of a existing address, we show an address update dialog.

We can try to make it more obvious to the user, which parts of their address have changed and need to be confirmed for an update.

See issue 400343419 for an example of confusion. This bug should capture work for the bigger picture, while 400343419 looks at one example where we can have some quick wins.
