Alternate method
Navigate to “Developer options”, ensure “USB debugging” is enabled, then enable “Bug report shortcut”. Capture bug report by holding the power button and selecting the “Take bug report” option.

What type of Android issue is this? Wi-Fi
What steps would let us observe this issue?
1. Open hotspot settings
2. Go to Speed & compatibility
What did you expect to happen?
5 GHz and 6 GHZ options are available in Russia, since it's not against the law
What actually happened?
5 GHz and 6 GHZ options are restricted in Russia, since they are "not available in your country or region"

What was the effect of this issue on your device usage, such as lost time or work?

5 GHz Wi-Fi has been available in Russia for more than 10 years.
And at the end of December 2022, the Russian State Commission on Radio Frequencies legalized the usage of 5925-6425 MHz frequencies for WiFi 6E technology in the Russian Federation (though only indoors).
Related Linux kernel commit. This should will be fixed. 5 and 6 Ghz avaible in Russia
