I can't share my original report, but I created a sample report to better demonstrate the issue and was able to narrow it down further:

My original report contained only a Yes/No selection.
The issue occurs when there is a default selection—in this case, "Belgium"—and you choose to select all items using this command for PDF export.
The filter status appears to be set to "Default/no filter" instead of "All items selected".
Hope this helps you sort it out.

Description
Steps to Reproduce:
Open a Looker Studio report with a command menu that has a default selection.
Change the selection in the filter menu to a different value.
Ensure other filters are also modified for comparison.
Click on "Download as PDF."
Open the downloaded PDF and observe the filter selections.
Expected Result:
The exported PDF should reflect all filters as selected by the user, including those with a default selection that was manually changed.
Actual Result:
Filters with default selections revert to their default values in the PDF, ignoring user modifications, while other filters correctly retain their selected values.
