In Windows Chromium, when trying to support Widevine L1 and PlayReady SL3000 as a transition state before completely switching to the direct PlayReady support, JavaScript EME capability may cause more delay since it may try to query for both hardware secure queries.

There is already the existing bug for the performance issue caused by IsTypeSupportedEx() API:

We might want to discuss some workaround since we will eventually remove Widevine L1 in Windows Chromium.

I notice the same issue and LogCat shows the following message:
Google Play services out of date. Requires 3159100 but found 3136130
