Problem you have encountered:
Certain Artifact Registry gcloud commands (gcloud artifacts docker tags list) expect a fully qualified domain name [1].

This requires customers to adjust any existing gcloud workflows to use pkg.dev domains instead of gcr.io domains

What you expected to happen:
To be able to use Artifact Registry gcloud commands with the gcr.io domaind

Steps to reproduce:
1. Run (gcloud artifacts docker tags list gcr.io/PROJECT_ID/IMAGE_PATH)
2. Get error:
ERROR: (gcloud.artifacts.docker.images.describe) Image not found.

A valid container image can be referenced by tag or digest, has the format of
  LOCATION-docker.DOMAIN/PROJECT-ID/REPOSITORY-ID/IMAGE:tag
  LOCATION-docker.DOMAIN/PROJECT-ID/REPOSITORY-ID/IMAGE@sha256:digest


Other information (workarounds you have tried, documentation consulted, etc):
The current workaround is to use the pkg.dev domains as mentioned in [1]
