Lacros Version (if applicable): (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)
MP4 muxer needs valid codec_descriptions parameter when its OnEoncodedVideo or OnEocodedAudio are called.
This task is to provide that if no issues are already present.
