What type of Android issue is this?

What steps would let us observe this issue?

1. Enable TalkBack
2. Touch the screen and watch as it fails to respond. Now. Turn on a third-party screen reader. Touch the screen and watches it. Responds just fine

What did you expect to happen?
I expect talkback to respond to my touches when I do explore by touch on the screen, such as moving to the back, home, recents, etc controls

What actually happened?
What actually happens is that it does not respond to my touch at all. I can swipe between items just fine, but when I try to touch it it's just like nope, not doing this thing today.
