What actually happened?
Everything above "Subld of default data SIM" is hidden behind the top banner. You can see part of "Current subld" as I try to scroll up. Crucial info such as IMEI and even the option to select phone index are hidden behind the banner.
What was the effect of this issue on your device usage, such as lost time or work?

See the drop-down list arrow for "Set Preferred Network Type" & "Cell Info Refresh Rate". It stays in place while the rest of the UI moves after reaching the end of scrolling.
