I was hopeful that the release of API 18 (4.3) would have created a solution to this, unfortunately it includes version 3158130

What steps will reproduce the problem?
What is the expected result?
There exists a way to have multiple overlays; the front end can decide their z-index order, their lifetimes and who is responsible for input handling. Such composition of multiple overlays is modular.
What happens instead?
If one tool is set, the current tool is no longer in effect. There is no easy way to combine different tools.
