I was hopeful that the release of API 18 (4.3) would have created a solution to this, unfortunately it includes version 3158130

2. Font rendering is incorrect with the first div.
What is the expected behavior?
The expected glyph is displayed in the second div.
What went wrong?
Originally discovered in a downstream project (VS Code)
A number of Korean characters beginning with 가 (ㄱ + ㅏ) that include a final consonant display incorrectly. No other initial consonant/vowel pairs seem to be affected.
Issue seems to happen when Droid Sans Fallback is used as a font.
