I was hopeful that the release of API 18 (4.3) would have created a solution to this, unfortunately it includes version 3158130

ERROR:configuration_policy_handler_list.cc(90)] Unknown policy: WebDriverOverridesIncompatiblePolicies
The users report that the error above is preventing them from being able to start Chrome.
FWIW, the enterprise policy WebDriverOverridesIncompatiblePolicies has indeed been removed in M80 in r708086 (although inability to start Chrome in presence of this policy is very unexpected).
