I was hopeful that the release of API 18 (4.3) would have created a solution to this, unfortunately it includes version 3158130

Description
Steps to reproduce the problem:
As I stated in the title, this bug is hard to reproduce as it happens randomly. Still this is what happens, when it does:
1. Save URL to bookmark folder
2. Reload page so I assure myself that the folder is correct(even if I skip this step, it doesn't matter)
3. Go to other tab to bookmark and I notice that the suggested folder(which usually is the last used) is different from the folder selected in step 1. Then I go `ctrl+shift+t` to return to the tab from step 1 and when i click the start to check in which folder is saved, there is the bug - the tab is saved is some other folder in my bookmarks.
What is the expected behavior?

Saved in wrong bookmark folder and this randomness I see in the last two weeks.

Chrome version: 80.0.3987.132 Channel: stable
OS Version: Ubuntu 19.10
Flash Version:
Other thing to note is that I have Chromebook active during that time, which doesn't do much(I mean it doesn't save bookmarks, just receive and use them).
