Description
Chrome Version : 80.0.3987.163
What steps will reproduce the problem?https://en.wikipedia.org/
(1) Open Wikipedia:
(2) Create a second window.
(3) Minimize the first window.
(3) Restart the browser.
(4) In Windows 10's Task View (accessible via [Win]+[Tab]), observe that the minimized Chrome window is black. That seems important for the bug to appear.
(5) In the second, non-minimized, window's omnibar type "wikipedia".
(6) Click the suggestion that appears in the omnibar to "Switch to this tab" meaning the Wikipedia tab.
What is the expected result?
The background window should get activated, showing me the Wikipedia tab.
What happens instead?
A new tab gets created in the already active window with Wikipedia.
