OS: Win(7,10), Mac(10.14.6,10.15.6,11.2) and Linux(16.04 LTS)
What steps will reproduce the problem?
Actual Result: Default focus is not seen in 'Developer resources' pane when pressed 'Tab' key.
Expected Result: Default focus should be seen in 'Developer resources' pane when pressed 'Tab' key.
This is a Non-Regression issue from M-89, and below is the bisect info.
Good Build: 89.0.4387.0 (Revision:842745)
Bad Build : 89.0.4389.0 (Revision:843830)
You are probably looking for a change made after 843013 (known good), but no later than 843014 (first known bad).
