Thanks for reporting the issue. For us to further investigate this issue, please provide the following additional information:
1. Recovery logs
2. Device serial number
To retrieve the Recovery logs, please follow these instructions:
1) If your phone is ON, turn it OFF.
2) Press and hold these two buttons at the same time until the device turns ON: Volume Down button and Power button.
3) Select “Recovery mode” by using the Volume buttons to navigate and the Power button to select it.
4) In the next screen, while holding down the Power button, press and release the Volume Up button once
5) Select “View Recovery logs”.
6) There might be multiple log files. Start with "/cache/recovery/last_log” to view the log contents.
7) Look for lines like "Finding update package", "Opening update package" etc.
8) If it doesn't contain such lines, continue to the next log file (last_log.1, last_log.2, etc.).
9) Take pictures of the screen to record the logs.
Please upload the files to Google Drive: share the folder with android-bugreport@google.com and share the link here.
Afterwards, you can try recovering your device’s system image by following the instructions at:

Pixel C Serial number : 5A23001934
i would like to say that I am able to use the device normally on O DP2, I tried rolling back because Netflix was failing - but I think Netflix updated their app and it no longer fails. I will be on the DP2 till I find it totally unstable for regular use.

Thanks for the information in comment #3 . The engineering team has fixed this issue, by providing a modified build for OTAs. All users should now be able to successfully downgrade to Android N on Pixel C devices. If your device is not receiving the downgrade OTAs, enroll and unenroll once more in the beta program.
Description
* What device are you using? Pixel C
* What are the steps to reproduce the problem?
1. Unenroll the Pixel C from the beta program
2. Check for system updates from the Settings app > System > System updates
3. Download the downgrade pushed
4. Restart device
* Issue Category e.g. Framework (platform), NDK (platform), Hardware (CPU, GPU, Sensor, Camera), ART (platform), Runtime Permissions etc Platform.
* What was the expected result? The Pixel C is factory-reset and all data is wiped and the Pixel C runs Android N (7.1.2)
* What was the actual result? An error-android is displayed and the error message is displayed in the Android recovery. On rebooting the Pixel C, it is still running Android O DP2.
* Relevant logcat output.
