change locale to Hebrew ("עברית").

To see a lot of things change to Hebrew, including changing of where things are located (LTR vs RTL)
* What was the actual result?
Barely nothing changes. Not just the settings screen, but also the launcher and its icons.

I wanted to try on a real device because I've found a Hebrew related bug on contacts app, on older Android versions, but for some reason even the contacts app doesn't get updated after changing the locale.
