Chrome version 59+ from the Play Store is currently not fully compatible with Oreo. Features like add to homescreen changed in Oreo; for them to work, you need to downgrade Chrome to version 58 which shipped with the OS (and is fully compatible) until we start shipping O-SDK built versions to the Play Store. Play Store builds for Oreo will be available closer to Oreo's public release.

Chrome Add to Home Screen does not create icon on Home Screen.
chrome://flags/#enable-improved-a2hs does not improve this.
Chrome Beta 62.0.3202.19 has the same.
Chrome Canary 63.0.3218.0 has the same issue.
Maybe this is not so much a Chrome issue, but more a bug in Android Oreo or Pixel Launcher on Pixel C?
