**Issue summary: Implement the method "create project" in Python code and bind to the customer's Billing Account.

**Business impact for users: This is very important to the customers, its a requirement being able to create a project from the SDK, and have it work without having a human login to the GUI and manually enable billing.

**Task the customer wishes to accomplish:  Customers cannot support his users using GCP until they can have GCP fully automated.

**Current functionality if applicable: "Method: projects.create" is supported on C#, Go, NodeJS and Python [1]. However, the "Method: projects.updateBillingInfo" which sets/update the billing account is not supported in Python yet [2].
