I think that adding a noscript tag directly into the iframe is a good idea, so that when javascript is disabled on the clients side, they can see that to view the map they have to enable javascript.

Steps to reproduce
-------------------------
1) Open a page with the embed map in it
2) Disable javascript on the client side
3) Refresh the page
