Seems like any service account can consume Vision API and that can drain the quota by a mistake or unplanned by project lead. I would like to see a possibility to grant this role to service accounts explicitly.
(probably other similar APIs like, such as Video Intelligence, have the same issue)

For clarification, did you mean you want someone with a project-level permission (example only) not able to consume Vision API if they were not explicitly given an api-level permission? If not, please clarify further.
