One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Also, I'm seeing this message in the Logcat:

Description
Steps to reproduce:
1 - Create a new GCP project
2 - Assign a user the only role "roles/appengine.appAdmin" (not project admin).
3 - Run the following command with such user:
gcloud app create --region=us-east1
Expected output is a successful execution, but instead I see the following:
ERROR: (gcloud.app.create) PERMISSION_DENIED: Operation not allowed

More over, the permission described on this error does not exist anywhere in any role (`iam list-grantable-roles` and then `iam roles describe` for each) nor in the documentation. So I'm assuming this is a defect and that only someone with roles/owner will be able to perform this operation.
