Tested the issue on reported chrome version #87.0.4280.00 using Mac 10.13.6 as per the steps in https://crbug.com/chromium/1159587#c0
Steps:

1. Launched chrome and opened devtools
2. Observed that able to add position and top rules.

Description
1. Whitelisting URLs limit some known link domain, but many cases developer don't know the link prefix. For example, Google Contacts or Google Plus profile contain user defined links, it maybe any links, developer can't define these in Whitelisting URLs. And it is very useful to users, just click and open these links
2. Tel: and Mailto: links
Like a contact card, it contains emails and phone numbers. On mobile device, users hope to click email to compose a new email in Gmail app, click phone number to open phone app natively. If add-on support <a href="mailto:example@gmail.com"> and <a href="tel:phonenumber"> .
