Out of the two local dev servers, the python one [1] and the Java one [2], it's only the python local development server that features a local SQLite file which will hold all the logs and you can set it up by using the flag --logs_path=... when issuing the start command, for example.
pparently, the Java one does not have this feature - no log file is created. Of course, you are always free to save logs however you want. But the python local dev server has a feature which the Java local dev server lacks.

A similar logging feature for the Java local dev server would save time for its users and enhance its functionality.
