Issue Summary: Customer needs a better way to OAuth his users. He has filled the form[1] for one of his project. He is claiming that he has a lot of projects and it will take few days for him to fill the form for all those projects. He is looking for a way to bulk verify these projects.

In his words: "I don't expect we raise a request to verify each service account. What if, at a point, we add a new service account for the application to perform a different task, do we need to verify that as well?

My issue here is that we have a lot of projects for a lot of customers, that we are supporting and we've created a lot of service accounts for each project, that we need to raise with Google. I can't really count a number cause that will take me a couple of days to do.

It's not feasible. We need another solution to skip this verification process for apps that are restricted to customers, that we've built for them, and we are supporting. "

He is in need of a better way for bulk verification ( domain, by project .....)
