The product specialist team is working on the issue for implementation so that the users can choose area code. There is a possibility this may come as a paid feature specially for the 800 numbers.
There is another feature request the product specialist team is considering to port in number to Dialogflow CX Phone Gateway from other integration partners like Twilio separately. This can be tracked here [1].
While the feature requests are worked on the product specialist team has decided to gray out the area code option from the Dialogflow CX Console so that it does not create confusion to the users.
There are no ETA at the moment. The product specialist team will provide periodic updates here.
