in order to support the new plugin DSL (which makes kotlin DSL support better in the IDE), we need to do some changes.

The new DSL would look like this:
plugins {
    id 'com.android.application' version '3.2.4'
}

In order to do this we need to switch to the maven-publish plugin instead of the maven plugin, and we need to move to the java-gradle-plugin.
