* What is the desired behavior of the feature? (Be specific!)
In developer options (and maybe via adb too), be able, on a real device, to apply various Internet connection limits.
Most importantly, the download and upload speed.
* If relevant, why are current approaches or workarounds insufficient?
They are too far from being convenient.
We can use an emulator, but an emulator is never like a real device, and isn't always sufficient for some apps.
We can also use a proxy, but this requires quite a lot of steps.
Other ways are not reliable or weird : put into a place with bad reception, tether via Bluetooth, ...
* If relevant, what new use cases will this feature will enable?
Easier testing and development of apps for cases in which the Internet is slow.

I would like to add my support for OS level bandwidth throttling. As mentioned before needing to setup a proxy, update the related certificates or setup a tethered wifi is excessive. If you are trying to be thorough in your testing effort you have to consider the size of the Android ecosystem. This requires a large spectrum of devices across multiple manufacturers. We shouldn't need to rely on workarounds, tethering, or proxies.
* What is the desired behavior of the feature? (Be specific!)
Within the The developer options have an option to select either preconfigured bandwidth states or make it customizable. Something analogous to this iPhone featurehttps://www.natashatherobot.com/simulate-bad-network-ios-simulator/
* If relevant, why are current approaches or workarounds insufficient?
While tethering or proxying a single device isn't too much of a hassle in itself, as you scale your testing efforts it becomes difficult to manage effectively and quickly. I currently test on 5 physical devices and a few emulators as needed for API coverage. I plan on increasing my device "farm" as I find new manufacturer specific issues.
* If relevant, what new use cases will this feature will enable?
On an older device (and a bad connection) a coworker noticed fragments that should be suppressed popping up before a view fully loaded. I wasn't seeing this occur on my newer devices and it wasn't until I found a way to throttle the connection that I could replicate the issue. I probably butchered the actual root cause, I'm QA not a dev, but the point stands, being able to throttle the connection helped this issue come to light so it could be documented and resolved.

This can be done using the Android emulator with the -netdelay and -netspeed options.
For real devices, I think we want to consider this as a feature request for the future, but considering the emulator has support for this the priority is not going to be very high.

@9 About netdelay and -netspeed options, are those only when you start the emulator, or can be changed whenever you wish?
How do I do it via the UI of the controls of the emulator?
If it doesn't exist there, please add it. Can be very comfortable.

Hi Team,
Can you please let us know how soon this can be done? There is a customer facing feature blocked for testing and launch due to this. Would be great if you can help prioritize this request.
Thanks!

My tablet won't connect to it's service carrier Internet. The option is missing above the Wi-Fi option. I don't know what to do?
Description
Please just add an option in the developer options to make the Internet connection slow. It will let us specify various things about the limitation, but at least those: max download speed, max upload speed.
Once it's enabled, put a notification that will allow us to re-adjust it or disable the limit.
