Steps to Reproduce:
1. If you happen to start Android Studio 3.5 and you do not use the Navigation Bar (View: Navigation Bar in OFF), when you press the Run keystroke (^R) you cant run your project
2. It shows a "No target device found" messsage, it is needed to turn on the navigation bar visibility, then choose a device from the list and then it works as expected, even if then turning off the Navigation Bar visibility again.
3.Also: when trying to edit the configurations for Run action it locks you in on "Use the device/snapshot drop down" and it doesn't matter if you change it, it will always default to that option.
On The attachments you can find a screen of the error message when pressing the Run keystroke at first.
