I haven't yet received any feedback from JB on my PR. I, therefore, think that we should cherry-pick the same set of CLs we applied to 3.6 RC2 to 4.0 branch. This, however, will not solve the problem to the same extent as it happened in 3.6 because of the Build Analyzer feature.

We believe we have fixed/mitigated the problem in 3.6 RC2. It would be nice to know if it helps. Thank you.

Tested on studio 3.6-RC1 and 4.0-alpha06.
Once the build is finished, I can see the build output window catching up to the build for around 10 seconds. In other words, once the right hand side build log shows that the project is built, the left hand side graphical output will blast through tasks that are already completed. The app install will only occur once that process is done.
