Ditto. Shouldn't need GPS services for Bluetooth LE scans, since we already have location permissions.

Yes, requiring GPS on for BLE doesn't seem right and hard to explain to the users why it is needed.

Apps like "Radar COVID" that the Spanish Government has launched recently suffer this problem too:
It uses BLE and forces the user to keep the GPS on 24/7 for it to work properly. Even though they don't need GPS nor user location (theoretically). But as the user gives permission and the GPS is turned on permanently, who knows...

I have now 2 applications requiring me to have location on in order to work, when there is no real reason (physical, hardware reason) for that: covid tracker and casio edifice (that connects to a BLE smartwatch). If other people like me want to have location services off most of the time, that just makes the covid tracker not work and which makes everyone less safe.
Just to reinforce the point: this is not about permissions! I have no problems in giving permissions to those apps to have access to BLE mac addresses that they could use as location information. What I really object to is to have to turn on location services (which will turn on GPS) to use the BLE apps.

Hope this will be fixed quickly, just looks at the SwissCovid app to see a lot of people complaining about the localisation wich must be turned ON to use contact tracing with bluetooth... In my case, i trust the application developped by my governement (Coronalert) and the fact they will not use localisation data, however i cannot turn it on all the time because i have other application wich will use localisation, and i don't want that (but i want these app to use it sometimes so i cannot disable the permissions entirely).
Google, you must really do something quickly, when i see the review i am not the only one complaining and a lot of people are not using an app wich can save live because of you not solving an issue reported many year's ago.

I agree with the comment above: many suspicious people reject the tracing application because they think it uses GPS localisation to trace people, feed personal data to their government, to Google, etc. It's unfortunate that on one side they are told: "oh, the app just uses very basic blutooth functions, your privacy is safe", but on the other side they must activate their GPS...

Any updates on this? Could anyone from Google please make a comment about this issue? I as a developer also find it highly irritating why my device needs GPS turned on to scan local bluetooth devices.

has been misunderstood by Google.
This is NOT a complain about the Location permission being asked to use Bluetooth.
This is about the need for the user to have Location Service enabled with GPS in order for the app to be able to perform Bluetooth scans!!!
There's an option, specific to Bluetooth, in the location service setting screen on the device, that options is useless alone, if the user disable the GPS it will also disable Bluetooth LE Scans.
A developer that need to perform Bluetooth LE scans but has no need for location need to:
1. Ask user for Location permission (explaining them that you need it to access Bluetooth and not to actually grab their location)
2. Check Bluetooth is on (well that makes sense)
3. Ask the user to turn on GPS (still insisting your app, despite requesting the Location permission, won't use it to track location but just to talk with BLE)
The 3rd step is the one I'm contesting with this issue. It is bad for the developer and it is bad for the user (that is forced to keep GPS on even when they wouldn't need it)
Bothering devs and users since Android 6.0.
Please reconsider, thanks.
