This appears to be a bug in the interaction between the selected action and the circular action handle that is used to create new actions. I believe the bug occurs when there is already an action leaving the handle and that action is selected. Can you confirm whether this bug still occurs if you select something else (like one of the fragments) before trying to create the second action? Thank you.

The fix should be available in the next 4.2 canary. As a workaround, you should be able to create a second action if you clear the selection first. Please reactivate the bug if you continue to experience problems.

Description
At 0:42 in the video, it shows dragging from the right handle of one fragment to two possible destinations. This is often (usually?) not possible: The second click and drag does nothing. Screen grab attached. Sometimes, however, it does work. I haven't determined the pattern.
When you eventually get it to work, I do note that the name of the generated navigation may have a numeral appended to the end, as if the previous attempts may have worked but the connection wasn't drawn on-screen. For example, I ended up with a navigation called action_gameFragment_to_gameWonFragment4.
