Ummm... it doesn't look like it was ever enabled, and the flag hasn't been touched since the initial CL in 2019. I don't know why it was never enabled. Better 4 years late than never?

For the same reason, you could have in the settings various preferences that instead of appearing - always exist and take space.

I agree, it feels like a bug since I do not have media playing at least 75% of the times I open quick setings. I would understand limiting it to 2 rows per page when expanded media controls are shown, but the rest of the time, it feels like wasted space when my screen can fit 6 rows of home screen icons with room to spare for the search box and bottom shelf/dock, but only 2 rows of quick settings icons below the status bar and brightness slider.

This is definitely a regression and breaking of expected behavior for Android users. There should at least be a toggle to allow for three rows, and perhaps a dynamic handling of row count based on media player presence.

It may be "intended" behavior but that does not mean it makes for a positive UI experience. Short-sight is not a feature. You should make this adjustable like custom ROMs have been allowing for ages. The commits are out there, this is open source... But I suppose it would be too intuitive to give users options while deciding what you think is best for us. Becoming more like apple every day.

I don't care if it's because of the media player or not. What difference does it make if there is one more row, pushing the media player down a little? Better yet - we already have the first six when we swipe down the first time. Second swipe should automatically switch to the second page. Problem solved.

If you reply with the point for expanding it is to get to the 2nd page, then its a design flaw
If all 6 buttons are already visible, you should let it swipe to access the 2nd page without the need to expand it
If you make it expand, it should show whats not available when not expanded

Space needs to be dedicated according to usage frequency. As settings are being used significantly more frequently than media player, media player must not waste space of settings rows. Even more so if media player is not active. Extremely annoying UI choice to force this onto every user in every possible use scenario just for the sake of one single relatively rare use case: Media Player.

"Quick Settings" becoming less quick to use and showing fewer settings is directly a regression of its intended purpose. "Expanding" to not show any additional settings is a joke. Even if the media player were running, I would never want it to take priority over access to important settings that I want to change quickly. An option should exist to re-enable the 3rd row. This is an inconvenient, annoying, unwanted, wasteful design choice. Horrible. It's mind-boggling that someone's design intent for the GUI of an OS would be to chop off part of the interface used to operate the system. Similarly, in my car, I do not ever desire for the media control button on my steering wheel to take over 1/3 of the gear shift paddle space.

one more voice to the list. this is a bad move and very anti-user. quick settings are far more important than media controls, especially because almost ALL of us are listening to media on earbuds that can already pause or control volume. or on vehicle sound systems.

I didn't used media controls at all on my Pixel3. Why I have to see it at all? I know what I'm playing on Spottily or Soundcloud.

Iam using one plus8 android open beta 2 there are so many bugs there I noticed
1 third party apps not working
2 banking apps not working
3. Less sound
4.less animation
5.some times whatsapp video calling not working properly
6. Less stablity
7 camera software should be improve
8. If possible wireless charging done via software in one plus 8

Having to swipe twice for quick settings is a pain. The music to show only when I've swiped my notifications down twice is annoying. It was convenient when It showed as a normal app rather than in my quick settings, which also won't close the music app all the way.
Please revert back to 3-row quick settings and remove the music app off of it. Thanks.

Won't Fix (Intended behavior) is not going to make frustrated users disappear—nor will it appease developers who spent their time and resources adding custom Tiles to Quick Settings only to see them actively ignored. No users are going to bother with them when only six are displayed, the rest are undiscoverable, and even if they do there will be more than six system level settings that take precedence over any from apps.

Pull down from top to get quick options/notifications.
The old behavior was that it would come down to fill screen. We could see all options and notifications.
Since beta 2, it only fills two rows on the screen and fails to expand down.
