@2 Those are 2 alternative solutions to the same issue of not letting users&developers the choice of camera apps for picking image/video.
Here it's about having the current default app (could be built in, could be third party, by what the user chooses) to handle the picking, without any confirmation.
On the link you've put, it's for backward compatibility and choice of developers, which will of course lead to choice for users:
For apps that target API 29 and below, it will work as before.
If an app target API 30 and above, by default it will use the built in camera app alone, without asking. However, the developer can add a flag that will make it work as before, letting the user choose which camera app to use.
I suggested this one here only if you don't want to consider the other suggestions of more precise choice-choosing.
If you don't want to offer nicer choosing, at least let the currently default camera app handle it.
I don't see any reason for this change though. Can you please explain why it was decided?
It's not for security/privacy, because it opens another app, and if it was an important thing (and you can't be sure what the other app will do with what we told the user to take picture of), the app should have built-in image taking functionality instead (need it anyway if it's a core function and there is no app to handle the Intent, anyway).

@2 This change reminds me of the faulty logic behind blocking access to "/Android/data/" folder. It's a fake feeling of security/privacy, as it's still public (via USB), and developers should know better where to put their sensitive files.
For this case of camera picking, if the reason is security/privacy, developers shouldn't use or even rely on Intent. It opens another app...

Hello can you explain what this is im going through a divorce and my x
husband puts trackers locators on iPhones, cars .Computers this isnt his
phone or email he does something to all my pictures when i watch him bring
crazy all i get is a human fog smudge he has gone this for 5 years is
there a Program i can run to see what he has put on my operating System to
see this man is crazy .I need some peace

@9 Why? You are forcing app developers to come up with their solution, instead of having a decent one on the OS, that is more intuitive to the user : I chose a default camera app, so why shouldn't it be used here?
