At present, the advertised base priority can only be configured on a per BGP session basis, not a per-prefix basis for routes advertised in that BGP session.

Description
Problem you have encountered:
Currently the installed version of psql client in cloud shell is 9.6. This is not optimal since there are some features that require psql client 12 to interact with newer versions of Postgres Cloud SQL instances. Please perform this change on the Cloud Shell image.
What you expected to happen:
Cloud Shell should have psql client 12 installed by default
Steps to reproduce: Try to use any specific psql12 command in Cloud Shell
Other information (workarounds you have tried, documentation consulted, etc): The actual workaround is to create your custom Cloud Shell image with this update. This is not optimal since I will need to manually update all the libraries or program a bot to update them and design test by myself to verify this updates.
