Unable to switch from build variant 'debug' to build variant 'release'.

Steps to reproduce:

1) Start AS
2) Create a project
3) Use the  'Active Build Variant' dropdown and select 'release'

Result:

There is some churn which looks like the IDE is switching from debug to release but after a few seconds the active build variant remains at 'debug'.
