Steps to reproduce the problem (including sample code if appropriate).
- Run https://codepen.io/jnurthen/pen/qBajpGz
- Enable Talkback, navigate to the "step 2" picker
- change the value using the volume up/down keys
Note that the value now changes by 6% on every up/down press
- this makes no sense.
With step=2 it should change by 2% each time - where does 6% come from?

Version - Android 10 - Nokia 6.1

Android build
Which Android build are you using? (e.g. PPP5.180610.010)

We tested this bug on Pixel devices and observed:
- The value now changes by 6% on every up and value goes down by 4% on every volume down action.
Please confirm if you have also observed the same.

Screen record of the issue
Please capture screen record or video of the issue using following steps:
adb shell screenrecord /sdcard/video.mp4

aside: screen record doesn't seem to record Talkback output... is it useful for me to upload a screen recording that doesn't show the issue?

Looks like step is not currently being considered at all - not sure why step is having any effect at all.
