Authoritative evidence (e.g.national numbering plan, operator announcement): German Number Plan is using a national truncates code and optional area codes, if you are within an area. Before converting it to the formats mentioned in the demo section, it needs to be verified that the number has used the trunc code otherwise it can't be formatted this way.

I suppose the root cause is, that the library does not identify this kind of number as local only (with missing area code):

pn = phoneUtil.parse('556677', 'DE')
vr = phoneUtil.isPossibleNumberWithReason(pn)

vr should be IS_POSSIBLE_LOCAL_ONLY but is in fact IS_POSSIBLE. So a developer can't identify that he/she can't convert that phone number to those formats.
