What you expected to happen: Allow Serverless VPC Access to decrease the number of instances if needed.

Other information (workarounds you have tried, documentation consulted, etc):
As it appears in Google documentation [1] Serverless VPC Access can scale out the maximum specified if traffic usage requires it, but the connector does not scale back when traffic decreases.
It would be great to allow it to down scale the number of instances when the traffic decreases, especially if the customer has the pay per use model and the recommended workaround consists of recreating it.
