And yes, early-model Gen 4 vehicles exist from that year. I can speculate that they must have also captured imagery. Sample photo attached.

Thank you for the post!
We understand you'd like to have the early Gen4 panoramas to be included in the Street View API imagery. However, as we checked internally and mentioned in

But it shouldn't mean it's never going to happen. If these vehicles have already captured imagery, then it would be nice to make these images publicly available, and the minimum Gen 4 captures could start at possibly as far as September 2015.

Wait... were you not reading correctly? Let's make it clear that I am NOT relating to the current data; it's all about the imagery that has been captured but yet to be released. I want to make sure that the data is being or has been processed and ready for a future Street View update.

Great, all I can think of is an exact visual hypothesis of this Gen 4 data, which is just not enough. I would probably hurry up before the imagery gets lost.
Description
Alright... the first written issue was not successful, so allow myself to rewrite this in a more clear manner. While not related to issue 35826204 , it is something that I've been wondering since last year.
Keep in mind that I am NOT asking where the data is at, but I'm writing this as a potential request to be made in a future Street View update. If you take a look at these panoramas from 2016,https://goo.gl/maps/96pronKitqoRMudq9 and https://goo.gl/maps/2G74iqrNQExRyC5QA , then there is exact proof of their early existence (yes, as the LIDAR sensors are visible), having been told that they were made as part of a beta test leading up to Gen 4's official use the following year. A sample image of one of the vehicles is attached for better clarification.
I was also told that if these vehicles were used to gather imagery, then they might have been uploaded to an 'internal testing server' separate from the Street View API's datasets. If Google were to transfer that data to the API's datasets after a while then I would be happy to see expanded coverage, especially in areas needing quality updates.
At this moment I do not know of an exact timeframe of their release as their pano IDs have not been registered, but the Google-contributed Street View policy does state that it takes a very long time to stitch and process everything together. (In the case of this saying then it's been pretty much more than several months of being literally absent from the API's datasets since these images were first taken.)
Currently there is a minimum Gen 4 capture date of March 2017. If the data from 2016 doesn't get uploaded on time then we would have no choice but to discard the images permanently, which is what I don't want.
