Following-up from this other issue: https://issuetracker.google.com/issues/159411906

It seems like the externalNativeBuildClean task is invoking the preBuild task, which it should not. In https://issuetracker.google.com/issues/159411906 it was mentioned this was supposed to be fixed in AGP 4.2 but apparently the issue is back.

How to Reproduce.

1. Clone the https://github.com/android/ndk-samples repo
2. cd hello-jni
3. Bump AGP to 7.1.1 and Gradle to 7.3.3 (see the .patch file I applied).
4. Run ./gradlew clean --dry-run

Expected Result

$ gw clean -m
:clean SKIPPED
:app:externalNativeBuildCleanArm8Debug SKIPPED
:app:externalNativeBuildCleanArm8Release SKIPPED
:app:externalNativeBuildCleanUniversalDebug SKIPPED
