The panTo() has limitation that maps transitions are smoothly animated only if the change is less than both the width and height of the map (panTo developer documentation).

• Provide a smooth animation for transitions outside of the current map view.

Please give a use case or explain where and why you need this feature:

• Having the animation is important to maintain a location context, especially when switching to a far away map location.
