Either I'm not reproducing the steps right, but this seems unfixable. It happens due to the nature of touch screens and the possibility that part of your finger is touching another place.

To reproduce it, you simply have to start touching the volume slider at the top of the screen (not the right one that comes up when you press the volume keys!) and then slowly moving to left or right and lastly keeping your finger on the spot, without moving.
If you don't have a Pixel 4, then you might not be affected. This is not a touch screen issue.

I can very accurately reproduce this on Pixel 6. Attaching a screen recording as well for reference
Description

What type of Android issue is this? Slow Performance or Hang
When did this happen?
May 6, 2022 08:05 GMT+02:00
What steps would let us observe this issue?
1. Restart the phone with a SIM activated.
2. Type in the wrong pin 3 times.
3. Type in the correct PUK.
4. Enter the same PIN that you used before (maybe any other combination would work as well? I haven't tried).
What did you expect to happen?
I expected the device to start normally.
What actually happened?
The device didn't start and showed a "Pixel is starting" animation that looped into eternity. The only way to workaround this is restarting the device again and typing in the right PIN.
How often has this happened?
Every time
What was the effect of this issue on your device usage, such as lost time or work?
Extreme - device was unusable
